Can you use AI video to market property in Dubai?

What AI video genuinely does for a Dubai property listing, what still needs a camera, published AED prices for every route, and the permit, QR code and portal rules that decide what you can publish.

Short answer: Every property advert in Dubai needs a Trakheesi permit from the Dubai Land Department before it runs, portals and social media included, and since 15 April 2023 adverts in print or audio visual form must also carry the Madmoun QR code, with a stated AED 50,000 fine for non compliance. One Dubai studio that sells AI video publishes AED 1,500 to 20,000 by tier for it, against AED 12,000 to 25,000 for a crewed shoot, though a plain filmed walkthrough starts at AED 2,000 elsewhere. Bayut will not give a completed unit its Checked badge if its images are computer generated, and allows CGI on off plan listings, which is the rule in one line: generate the context, film the unit.

This guide is for Dubai brokers, developer marketing teams and the agencies that serve them, choosing which listings to shoot and which to generate. It covers what AI video does for property, what it must not touch, what each route costs, and the rules that decide what you may publish, as of 12 October 2026. The advertising rules are Dubai rules, from the Dubai Land Department (DLD) and its Real Estate Regulatory Agency (RERA), plus the federal law above them.

What can AI video do for a property listing, and what still needs a camera?

The dividing line is not production quality. It is whether a viewer can hold the footage up against the real thing, which a buyer who books a viewing will do.

Film the unit, the view from its own windows, the finishes a buyer will touch, the lobby and amenities as they stand, and anyone who speaks on camera. Generate the rest: district context that never poses as the unit's own outlook; an animated walk of the approved floor plan, labelled as one; explainers carrying no property imagery, on service charges, escrow or handover; titles and the plate holding the permit number and QR code; and Arabic, English and Persian versions cut from one filmed master.

That split is not taste. RERA's Circular 2-2022 of 20 July 2022, published on the DLD rules and regulations page as "Real Estate ads Terms and conditions", covers marketing through real estate platforms and social media, makes the advertising company "responsible for the validity and credibility of the advertisement content", and bars information "that has not been approved in the permit issued by RERA". A generated kitchen is information no permit approved.

Platforms draw the same line: YouTube makes a creator flag realistic content that "Alters footage of a real event or place". Making generated footage hold up at all is a separate craft, covered in directing AI video so it does not look generated.

What does a property video cost in Dubai: AI, a shoot, a crew, a drone day?

Dubai property media is quoted per property, not per second:

RoutePublished price (AED)Scope as publishedSource
Studio AI property video1,500 to 3,000 reel; 5,000 to 8,000 tour; 12,000 to 20,000 hybridgenerated context and staging, filmed plates in the top tierSL Media, 11 October 2026

Drone work2,000 to 3,000 on an existing shoot; 4,000 to 6,500 as a dedicated day2 hours of 4K aerial, or a full aerial dayBackyard Studio, 18 May 2026

In row order: SL Media's Dubai guide to AI real estate video, published 29 July 2026 and marked updated 11 October 2026; Videography.ae, prices checked September 2026, which books drone work separately through a GCAA and DCAA licensed partner; San Photography; and Backyard Studio of 18 May 2026. Most Dubai rate cards never answer the VAT question: San Photography says VAT is included, Shoot Empire says its AED 499 to 999 packages exclude it, the rest say nothing, so ask.

One data point from this side of the table: 4AI publishes a floor of AED 4,000 over 5 working days for AI video and AED 8,000 over 12 working days for a live shoot, both excluding VAT, one studio's number among several rather than the benchmark. The wider Dubai market, the filming permit fee and the drone rules sit in what video production costs in Dubai.

Do I need a permit to advertise a property in Dubai, and does it cover video?

Yes, and the permit is about the advert, not the camera. The DLD's Real Estate Ad Permit page prices most permits at AED 1,000 plus a AED 20 Knowledge and Innovation Fee, on a one working day service time, with a marketing contract with the owner required from a broker. RERA's Real Estate Brokerage Practice Guide, second edition, November 2024, says brokerages must hold a permit for any real estate advertisement or marketing material, and that "the permit number must be displayed on the ad". Its fourteen permit types include electronic ads, classified ads and promotional campaigns, so a Reel is not a loophole.

The requirement that bites hardest on video is the QR code. RERA's Circular 02-2023 of 11 April 2023 made all real estate companies carry the Madmoun QR code on advertisements "whether in print or audio-visual format" from 15 April 2023, and puts the fine for non compliance at AED 50,000. The DLD's news release of 18 April 2023 gives the effective date as 24 April 2023; the circular is the operative text and the earlier date. A property video is audio visual either way, so design a legible QR plate and permit number into the edit, in every aspect ratio.

Offers need separate approval: Circular 1-2020 of 17 May 2020 warns that announcing prizes, facilities, discounts or fee exemptions without approval from RERA and Dubai Economy breaches the rules, at not less than AED 50,000 and doubled on repeat. Enforcement is routine. The DLD fined 30 companies AED 50,000 each on 8 February 2024, and on 24 April 2025 said its AI enabled advertising governance platform had monitored over 279,000 adverts on Property Finder, Dubizzle and Bayut since GITEX 2024, automatically modifying 29% of them.

Filming is a separate permission with a separate bill, covered in the Dubai video production cost guide. For aerials the GCAA requires an Unmanned Aircraft Operator Authorisation quoted at three weeks and warns that holding one "does not authorize the operator to fly the drone" without per flight permission in restricted airspace, so confirm current status with the GCAA and the Dubai Civil Aviation Authority first. If an agent publishes the film from a personal account rather than the brokerage's, read who needs a UAE Advertiser Permit.

Can I show a property that does not exist yet: off plan, renders and virtual staging?

This is where the rules are tightest and generated footage is most tempting. Three published requirements, and one open question.

First, the advert's contents. Circular 2-2022 requires an off plan advert to carry the developer's name, the project name, the project number, the project location and the approved escrow account number. In a thirty second vertical cut that means an on screen card, not a caption nobody expands.

Second, the project must exist on paper first. RERA's Circular 02-2025 of 19 March 2025 told developers that marketing projects "before completing the required registration procedures and opening an escrow account" violates Law No. 8 of 2007, instructed them to wait for registration and an official permit, required every advert to carry "a QR Code linked to the project's marketing permit", and barred payments outside escrow. The Brokerage Practice Guide puts the matching duty on the broker: verify the licensing, the registration and the escrow account, hold a marketing contract with the developer, and check the project on the Dubai REST app.

Third, the portals split renders by completion stage, and Bayut's Checked badge guidance, updated 13 December 2023, says it plainly: computer generated images "are not allowed for completed projects" while "for off-plan projects: Computer-generated images (CGI) are permitted". It is written as badge eligibility and not as a posting ban, so a completed unit sold on CGI keeps its listing and loses the badge buyers filter by.

The open question is labelling. We found no DLD or RERA text requiring a render or a staged room to be labelled as such, and the staging vendors who claim RERA expects disclosure cite no document, so treat that as a vendor claim. What does apply is federal consumer law. Article 17 of Federal Law No. 15 of 2020 on Consumer Protection, in the text the Ministry of Economy publishes on its consumer protection legislation page, bars describing a good or service "in a manner that contains incorrect data", and Article 8 of its executive regulation, Cabinet Decision No. 66 of 2023, treats a claim as deceptive where it may create a false impression about the "shape or appearance" of what is sold, with an Article 17 breach carrying AED 250,000. So keep an unstaged version of every frame, say on the frame that furniture is digitally added, keep renders visibly renders, and never generate the one thing the buyer is paying for.

Do I have to label AI generated property content?

No UAE rule we could verify requires an AI label on a property advert. There are UAE rules about what you may generate, and platform rules about disclosure, and they are not the same thing.

The National Media Authority, which replaced the UAE Media Council under Federal Decree-Law No. 11 of 2025 in force from 1 January 2026, warned in a post on its official account that "Not everything that can be generated is permitted", and that using AI for images or videos of national symbols or public figures needs prior official approval, as Khaleej Times reported on 30 September 2026. The same report notes the Emirati kandura is reserved for Emiratis in advertising and promotional social content, and that the authority objects to non Emiratis selling with an exaggerated Emirati dialect. That rules out the obvious property shortcut: a generated Emirati presenter in national dress with a synthesised Khaleeji voice.

The platforms are more explicit than the regulator. TikTok has required people to label AI generated content containing realistic images, audio or video, and has given them a label to do it with since 19 September 2023, Meta labels ad images materially edited with its own generative features, and Google Ads has let advertisers place AI labels inside creatives since July 2026 while saying the setting "doesn't guarantee compliance with specific regulations". The fuller platform picture is in the Dubai video production cost guide. So the disclosure a Dubai regulator will actually check on your video is the permit number and the QR code, not an AI badge.

What do Property Finder, Bayut and Dubizzle accept?

The portals are not neutral pipes, because RERA wrote to them directly. Circular 3-2022 of 2 August 2022 tells every portal that adverts without an official RERA permit "are not allowed to be posted", that the permit "must be verifiable through the integration between RERA and the real estate portals", and that unavailable properties must be delisted or clearly marked sold, on pain of "blocking or stopping the site from publishing real estate ads". Three days later RERA told the brokerages to have stale adverts removed within seven working days or face a fine.

That integration is now visible on the listing. Property Finder's verification page, updated 20 August 2026, says "Permit numbers no longer appear on Property Finder. This follows Dubai Land Department instructions", replacing the number with a scannable QR code to the government record, and describes its Verified badge as a check where the quality team "checked the listing's details, including photos, price, and documents". Your media is part of a verification decision, not decoration.

The specifications are narrower than most briefs assume:

  • Video is a link, not an upload. Property Finder takes a YouTube URL in a Video Tour field, rejects YouTube Shorts and asks for at least one minute in landscape, per its agent help centre as archived in May 2025, a specification its live help centre no longer carries, so check the field rules in your own account before you order a master. Bayut, updated 30 September 2026, takes a YouTube, Dailymotion or Vimeo link. Neither publishes a maximum length, so a vertical hero cut lives on Instagram and TikTok, not on the listing.
  • Stills: the only published rule is the file format. Bayut accepts JPEG, JPG and PNG and nothing else. No portal we read publishes a pixel minimum or a rule against portrait stills, so agree the orientation with your portal contact before you fix a delivery spec.
  • Watermarks are the portal's decision. Bayut and Property Finder apply an agency watermark from your account settings, while Dubizzle's ad posting rules, updated 11 October 2026, say "ads with watermarked images will be removed. However, dubizzle watermarks are allowed". One clean master set serves all three; a burned in logo does not.
  • Dubizzle publishes no video or image specification for property, and lists "Blurry / Stock Images" among its misleading advert rejection reasons, updated 10 October 2026.

So order a landscape master of at least a minute for the portal video field, a vertical cut for Reels and TikTok, a square cut for feed, clean unwatermarked stills, and the QR plate legible in every cut. One listing film reliably becomes six or more files, the line most quotes leave out. What that output actually buys is covered in what ten million views buys.

How do I brief an AI property video so it does not look generated?

A property brief carries compliance as well as craft, because the two fail together. Put these in writing before anyone generates a frame.

  • Hand over the Trakheesi permit number and the Madmoun QR image, and say where on the frame they sit in each ratio.
  • State which shots must be filmed: the unit, its own view, its finishes, anyone on camera.
  • Shoot the real plate first, then generate behind and around it rather than instead of it.
  • Lock style frames and a palette before generation, so shots cut together instead of drifting.
  • No synthetic people claiming to be real ones: no generated agent, resident or Emirati presenter.
  • If furniture is added, the frame says so and an unstaged version ships in the delivery.
  • Off plan: developer, project name, project number, location and escrow number on an on screen card.
  • Order an Arabic track, not an afterthought, plus English and Persian where the buyer pool justifies them.
  • Take delivery of masters, prompts, project files and every platform cut on final payment.

Generated footage is a cheap and genuinely good way to make the context around a property, and a bad way to make the property. For a second opinion on which half of your listing library sits on each side of that line, book a consultation.

This is general information, not legal advice. Permit fees, circulars, platform policies and studio prices change, so confirm the current position on the official pages linked here before a campaign goes live.

Frequently asked questions

Do I need a Trakheesi permit for an Instagram Reel about a property?

RERA's rules point to yes. Circular 2-2022 covers marketing through real estate platforms and social media, and the Brokerage Practice Guide requires a permit for any real estate advertisement or marketing material, with the number displayed on the advert. Nothing published carves out short form video, so treat a Reel as an advert.

Can I use AI to furnish an empty Dubai apartment in a listing video?

Off plan, yes; on a finished unit, be careful. Bayut's Checked badge guidance refuses that badge to a completed unit whose images are computer generated, and permits CGI off plan. No DLD or RERA text we found requires virtual staging to be disclosed, but Circular 2-2022 makes you responsible for the advert's credibility, so say on the frame that furniture is digitally added.

Does a property video have to show the QR code on screen?

Circular 02-2023 required the QR code on real estate advertisements whether in print or audio visual format from 15 April 2023, with a stated fine of AED 50,000. A video advert is audio visual, so the safe reading is yes, legible, in every cut you publish. Property Finder now shows that QR code in place of the permit number, on DLD instructions.

Is AI video cheaper than hiring a real estate videographer in Dubai?

For a context piece, usually: SL Media's Dubai guide, updated 11 October 2026, puts an entry AI reel at AED 1,500 to 3,000 against AED 12,000 to 25,000 for a comparable crewed shoot. But a plain filmed walkthrough is already cheap, from AED 2,000 at Videography.ae. For one empty flat, filming it is often cheaper and safer than generating it.

Can I advertise an off plan project before it is registered?

No. RERA's Circular 02-2025 of 19 March 2025 told developers that marketing or promoting projects before completing registration and opening an escrow account violates Law No. 8 of 2007, and to wait until registration is complete and an official permit is issued. The advert must then carry a QR code linked to the project's marketing permit.

Do I need an Arabic version of a property video advert?

Federal law points that way. Article 26 of Federal Law No. 15 of 2020 on Consumer Protection says consumer facing particulars, advertisements and contracts shall be in Arabic, with other languages permitted in addition, and the executive regulation's penalty schedule puts a breach at AED 100,000. Which dialect to use is a separate decision, covered in choosing the language of your UAE marketing.
