What an SEO and GEO Proposal Should Actually Deliver

Compare search proposals by scope, implementation and evidence. Entry audits, monthly work, AI visibility samples and useful reporting, explained.

Short answer: A good SEO and GEO proposal makes the work understandable before the contract begins: it names the business objective, pages, languages, responsibilities, deliverables and reporting method. A low starting price is useful when it buys a genuine, clearly limited entry service, and hard to compare when the headline leaves the real scope undefined.

This is for Dubai business owners and marketing managers comparing search proposals. The decision is rarely just "SEO or GEO". It is which acquisition problems to address first, which changes your team can implement, and which evidence will show whether the work is useful. The sources linked below were checked on 27 October 2026.

What business decision should the proposal start from?

Write down the services you want to sell, the customers you want to reach and the geographic or language constraints that matter. An architecture studio seeking project enquiries and a retailer seeking product sales need different page structures and conversion checks.

The proposal should explain what is already known and what must be established through access or research. It should not present a keyword forecast as an observed customer pipeline. If the baseline has not been measured, the first deliverable is a defensible baseline.

What is the difference between an entry audit and implementation?

A focused entry service might inspect a named set of pages and return a prioritised action plan. That can be a worthwhile purchase without including a rebuild, a monthly content programme or ongoing outreach.

State the boundary next to the starting price: the site or page allowance, language coverage, access required, deliverable, review step and exclusions. Explain whether implementation is included, quoted separately or credited under a clearly stated commercial arrangement. Do not assume that a consultation will make an ambiguous public price clear later.

A full programme should then describe the work it adds: technical changes, page improvements, evidence-led content, implementation coordination and reporting. The price difference should correspond to visible differences in work.

Who implements each change?

An agency can identify a problem without controlling the developer or platform needed to fix it. Ask who writes the change, who publishes it, who checks the live result and who maintains it afterwards.

For each planned item, require an acceptance check. "Optimise the website" is difficult to assess. "Correct the canonical references on the agreed service templates and verify the live output" is a concrete task, even though it does not promise a ranking movement.

Access, translation, design files and client review are dependencies. Put them in the schedule. A delayed input should change the relevant delivery date openly rather than disappear inside a vague monthly activity report.

What should the report measure?

We recommend a report with three layers: delivery, visibility and commercial response. Delivery records what changed and what remains blocked. Visibility records search observations within the chosen tools and filters. Commercial response records received enquiries and the portion that the business considers qualified.

Analytics events can support interaction measurement, but the event definition matters (checked 27 October 2026). A contact-button click and a received customer request deserve different labels. Confirm later sales stages through the business process rather than inferring them from a browser action.

Compare equal periods where possible and state the filters, date convention and data gaps. A small change from a very small baseline can create an impressive percentage with little commercial meaning. Show the counts as well as the rate.

What should an AI visibility component include?

An AI-search component should identify the AI products being examined, the question set, the language, the repeat count and the classification rules. Ask to see saved answers and source links. The report should distinguish a page citation, a company mention and a recommendation to buy from the company. The definitions are in SEO and GEO: what changes, and how to measure it.

An agency's proprietary visibility score may be useful for its own repeated method. Ask what sits behind it before treating it as a market benchmark. If the method, questions or engine access changes, the comparison needs an explanation.

The sampling plan should also leave room for unavailable systems and inconsistent answers. Selecting only favourable screenshots does not establish a trend.

How should local search work be judged?

For an eligible local business, a proposal may include accurate profile details, useful project photographs and a process for genuine customer feedback. Google identifies relevance, distance and prominence as factors in local results; that is not a promise of the same placement everywhere in Dubai. See Google's local ranking guidance.

The objective should be an accurate, useful business presence. Confirm what the agency will edit and which customer communications it is authorised to send. Keep external publication and review outcomes separate from deliverables the agency directly controls.

How can you choose a proposal you can audit?

Google warns against guaranteed first-place claims and explains that advertising does not improve organic placement. Its guidance on selecting an SEO is a useful reference when reviewing a confident pitch.

Look instead for a clear sequence: investigate, prioritise, implement, verify and report. Ask how the team responds when a page is indexed but receives no relevant visibility, when visibility produces few clicks, or when traffic produces poor enquiries. The answer should describe a decision, not a promise to publish more pages regardless of evidence.

Frequently asked questions

Can we start with a small scope?

Yes, if that scope is useful on its own. A limited review can establish priorities before committing to a larger programme.

Should every proposal include content production?

Only when the evidence identifies content work worth doing. Existing service pages or cases may need improvement before new articles are justified.

How does 4AI scope the work?

We begin with your website, priorities and available evidence, then define the deliverables and responsibilities in writing. 4AI's published starting points are website SEO from AED 1,500 a month and GEO from AED 1,500 a month, excluding VAT. They are separate programmes, and each buys a focused scope that the service page describes. Broader implementation and ongoing work are scoped separately before you commit.
