Short answer: Judge an agency on cost per qualified lead, booked appointments or sales, not on reach. Before paying, check its trade licence and Tax Registration Number (TRN) on the official government tools, meet the people who will actually do the work, and keep ad accounts, pages and domains in your own name. Walk away from guaranteed rankings and from contracts with no exit.
Ask which Dubai agency actually delivers results, and many of the answers are written by agencies, some of them ranking themselves first. What should you judge a marketing agency on?
Judge an agency on the number that pays your bills: cost per qualified lead, booked appointments or sales. Reach, impressions, followers and page views prove that ads ran, not that anyone bought, and a form fill is not a lead until someone has checked it.
Define "qualified" before the first call: for example, a lead who answered the phone, fits your price range and is not a job seeker. Count it in your own CRM or a shared sheet, not only in a platform dashboard. Then work backwards from what a sale is worth to the cost per lead you can afford, using the budget arithmetic for UAE ad platforms.
An agency that questions your target is doing its job; one that promises a cost per lead before seeing your sales process is guessing.
Agency, freelancer or in-house: which do you actually need?
Hire a freelancer for one defined skill you can brief and judge yourself, an agency when several skills must work to one plan, and an in-house marketer when marketing is daily work that needs someone inside the business.

A freelancer is the right answer more often than agencies admit. Google's guidance on hiring an SEO says that a small local business can probably do much of the work itself (Google Search Central).
Against a freelance-marketplace gig, an agency's higher fee should buy several people instead of one, cover when someone is away, agreed revision rounds, reporting, and a contract and VAT invoice from a UAE company. If it does not, you are paying agency prices for freelance work. A freelancer based in the UAE should be able to show the freelance work permit or licence they work under.
An in-house hire costs more than a salary, and no single person is strategist, designer, editor, bilingual copywriter and media buyer at once. If you split work across suppliers, brief them on one document: a launch is one argument.
How do you check that a Dubai agency is real and licensed?
Check the licence, the TRN, the people and live work before you pay. A company that is what it claims to be can show all of them within a day.
- The licence. Ask for a copy, then search the National Economic Register or the licence searches the UAE government lists for each emirate. If another authority issued the licence, check with that authority.
- One legal name. The licence, the AED contract and the invoice should name the same company. A Dubai landing page is not a Dubai company.
- The TRN. Check the number on a sample invoice with the Federal Tax Authority's free TRN verification tool.
- The people and the work. Meet whoever will run your account, and ask for links to live campaigns and a client you can call, as Google's hiring guidance also recommends.
- Reviews. Look for detail, dates spread over time and answered complaints, not a burst of five-star ratings.
A missing TRN is not automatically a red flag. The government's tax invoice guide says a business may not charge VAT unless it is registered and has a TRN, and that the invoice should show it. For a UAE business, registration is mandatory once taxable supplies and imports exceed AED 375,000 a year, and optional above AED 187,500 (the UAE government portal). A small freelancer may have no TRN and charge no VAT; an invoice that adds 5% VAT without a TRN should not be paid.
What should you ask an agency on the first call?
Ask questions that force specific answers. A vague answer to any of them is an answer.
- Which number will you report every month, and from which source?
- Who will work on my account, and will I meet them before signing?
- Is any of the work outsourced or white-labelled, and to whom?
- Can you show live work with links, and a client I can call?
- Whose name will the ad accounts, pages, domain and analytics be in?
- Will I pay the media budget directly to the platforms?
- What does the monthly fee include: deliverables, channels, languages and revisions?
- Will I see the raw data, or only reports?
- How do you collect consent for leads and for WhatsApp or email lists?
- What is the minimum term, and what do you hand over when we part?
Google's own questions for hiring an SEO add two worth borrowing: what results to expect in what timeframe, and whether every change to your site will be shared. If the agency sells "GEO" or AI search work, test the pitch against what gets a UAE business recommended by ChatGPT. Who should own your ad accounts, pages and data?
You should. Every account an agency works in should be created in your company's name or transferred to it, with agency access that you can remove.

The platforms' own help pages show why. On Meta, where Business Manager has become the business portfolio, you can give an agency partner access to Pages and ad accounts, but only the organisation that owns an asset can share it with another business portfolio. An admin of a Google Ads account can unlink an agency's manager account at any time. A Google Business Profile has one primary owner, and managers cannot add or remove users. In Google Analytics only Administrators manage users, and Tag Manager's help warns that you can be locked out if your sole administrator changes roles.

What should the contract say, and how should the agency be paid?
The contract should put ownership, media spend, reporting and exit in writing before the first invoice.

The data clause matters because the UAE's personal data protection law, Federal Decree-Law No. 45 of 2021, prohibits processing personal data without consent except in listed cases, and requires the controller to be able to prove consent where processing relies on it. Which red flags should end the conversation, and how do you compare the rest?
Stop at any one of the following red flags, then score the agencies that remain on one weighted sheet.
- Guaranteed first-page rankings: Google says no one can guarantee a #1 ranking.
- SEO for AED 800 a month, or anything far below the published monthly ranges.
- Ad accounts or pages created inside the agency's own business account.
- Reports built on reach and page views, form fills counted as leads, or screenshots instead of raw data.
- A long term with no exit clause, or pressure to prepay a year.
- No licence you can find, or VAT charged without a TRN.
- A self-published "Top 10 agencies in Dubai" list offered as proof.

The licence check is pass or fail, and so is VAT charged without a TRN. Score each row from 1 to 5, multiply by the weight and add up, out of 500; a 1 or 2 on ownership rules an agency out, whatever its total.

Why does an agency cost so much more than a freelancer on a marketplace?
A fair agency fee pays for a team rather than one person: strategy, design, copy, media buying and reporting, cover when someone is away, agreed revision rounds, and a contract and VAT invoice from a UAE company. For one defined task you can brief and check yourself, a good freelancer is often the better buy.
Are "Top 10 marketing agencies in Dubai" lists reliable?
Treat them as advertising until you know who wrote them. Check whether the publisher is an agency or a directory, whether it ranks itself, and whether places are paid for. Use a list only to build a longlist, then check each name yourself: the licence, live work, the team and a client you can call.
What if the agency set up my ad account inside its own business account?
Fix it while the relationship is good. On Meta, only the organisation that owns an asset can share it with another business portfolio, so ask the agency to give your portfolio full control, and open future ad accounts in your own. In Google Ads, ask to be made an admin: an admin can unlink an agency's manager account at any time.
How long should I give an agency before judging results?
Judge the setup within the first month and the results after that. Meta says ad sets usually leave the learning phase after about 50 results in the week after their last significant edit, and that results during it are not necessarily indicative. For SEO content, we tell clients to expect three to six months.
Is paying a percentage of ad spend normal?
It is common: a Dubai agency pricing guide updated in June 2026 lists it beside a flat monthly fee as the two ways ads management is charged. But a percentage rewards spending more, not spending well: the fee grows with the budget whether results do or not. Either way, pay the media budget to the platform yourself.
